Land at Wolborough Barton, Newton Abbot

Introduction

A hybrid planning application for a mixed use urban extension to Newton Abbot has been submitted by the Rew Family (Anthony Rew, Jill Rew and Steven Rew) in accordance with the mixed allocation for Wolborough (Policy NA3) included within the adopted Teignbridge Local Plan 2033 (May 2014).

 

A hybrid planning application is one that provides full details for part of the proposed development and outline details for the remainder.

The full part of a hybrid application provides all details on the proposed development (including layout, scale, appearance, access and landscaping).  The outline part of the application however can provide some of these details or none at all and reserve them for later determination (known as “reserved matters”). The main purpose of an outline application is therefore to gain permission for the principle to develop the land for proposed uses specified in the application.

Following the grant of outline planning permission, it is necessary to seek approval of the reserved matters via a subsequent application or applications submitted to the Council prior to the development taking place.

 

This website provides background information on the allocated site within the Local Plan and details of the proposed development for which permission is sought.

The Allocation

Policy NA3 of the Teignbridge Local Plan 2033 allocates a site of approximately 120 hectares to deliver a sustainable high quality mixed use development, which includes the following key elements:

 

•  At least 1,500 homes;

•  10 hectares of employment land;

•  Primary School and Secondary School;

•  Youth centre;

•  Local shops; and

•  Community facilities.

 

The NA3 allocation has emerged through the development of Teignbridge Local Plan as the most suitable site to deliver a southern extension to Newton Abbot. At each stage of consultation on the local plan the allocation has been the subject of public consultation. Some details of the allocation changed during this process to reflect responses received to the consultation undertaken during the plan making process.
